Quebec Targets Illegal Online Gambling Platforms

The province of Quebec is contemplating a new regulation that would prohibit online wagering platforms managed by organizations outside the Canadian territory.

The proposed legislation, designated as Bill 74, would mandate all internet service providers to restrict Quebec residents from accessing these platforms, as reported by the Toronto Star.

The publication indicated that if the bill is enacted, it is likely to encounter a legal challenge under federal communications regulations. The report also mentioned that the bill emerges as the government-operated Quebec lottery corporation experiences a decline in market share due to non-governmental websites.

The legislation states: “To regulate online gambling, the Consumer Protection Act is being modified to necessitate internet service providers to block access to illicit gambling websites identified by the Quebec lottery corporation. If service providers fail to comply with the bill, the Quebec lottery corporation must report them to the Quebec Alcohol, Racing and Gaming Commission.

“The Quebec Alcohol, Racing and Gaming Commission will be responsible for informing service providers of their non-compliance, and the president and CEO of the Quebec lottery corporation, or their designated representative, will be granted investigative authority to ensure compliance.”

The province of Quebec is taking a firm stance against unlawful online wagering. Authorities are pursuing those who operate these websites illicitly.
